Do the heirs who agree meet the majority-rule threshold?

Under Land Act Art. 34-1, the consenting heirs must be "more than half in number, and hold more than half of the shares in total"; or, if their shares together exceed two-thirds, the head count does not matter. If the registration is not done yet, each heir's share is the statutory inheritance share. For example, a spouse and three children each hold 1/4 = 25%.
